Item Analiza e politikave publike në sistemin shëndetësor në Republikën e Kosovës(AAB College, 2025) Uka, LulzimHealth is the most sensitive point of society, therefore it requires care and commitment from all actors without excluding the simplest citizen. The continuous development of medical technology has also affected the cost-effectiveness of treatment and the receipt of health services for citizens. State reform policies were aimed at working with the country's real possibilities in providing and developing quality and safe health services. The purpose of the study is to present the commitment to the Ministry of Health of the Republic of Kosovo, for the reformation of its deep system, based on the models, successful contemporary experiences in adaptation to the opportunities of Kosovo, in terms of professional human resources, infrastructural and especially budgetary ones. Consequently, the question arises, what is the role of the policies and strategies that the government must adopt to regulate and start implementing the health reform? At the end of the paper, in addition to the analysis of the current state of public policies, professional human resources, the health information system, it will also contain concrete recommendations for the development and implementation of the reform in the health sector. In addition to the character of the study, we consider that the work will also serve as a guide for the Government and the public administration system in the implementation of the recommendations, which will directly influence the provision of quality and safe health services for the citizens of the Republic of Kosovo.Item Ndikimi i teknologjisë informative dhe komunikimit në administratën publike(AAB College, 2025) Zubaku, ShqipeThis paper aims to analyze the impact of Information and Communication Technology (ICT) on improving the efficiency of administrative processes in public administration, as well as to evaluate the role of ICT in increasing transparency and accountability to citizens, and in facilitating access in public services. The study was carried out with a sample of 150 citizens, who were surveyed to collect data on the use of ICT in public administration. Statistical analysis includes correlation and other statistical tests to assess relationships between different variables. The results show a strong positive correlation between the use of ICT and the efficiency of administrative processes (Cor = 0.568, p < 0.01). Also, the study has identified that ICT integration increases the transparency and accountability of institutions, facilitating citizens' access to services. Statistically significant differences in ICT use were observed by education level and age group, with individuals with higher education showing higher use of technology. The effective use of ICT has the potential to transform public administration, increasing efficiency and improving relations with citizens. It is recommended that institutions invest more in technological infrastructure and staff training, as well as create clear mechanisms for citizens' feedback.
