Abstract

This paper addresses the strategic importance of mobile communications and the implementation of the 5G network in Kosovo. Through a theoretical and comparative analysis, the study examines the evolution of mobile communications generations, the roles of advanced technologies such as the Internet of Things (IoT), artificial intelligence (AI) and Big Data, as well as the potential impact of 5G on key sectors such as health, education, economy, transport and public administration, as well as the current situation in Kosovo. The current state of mobile networks in Kosovo shows a transition phase, where the existing 4G infrastructure is widespread but insufficient for advanced applications that require high speed and very low latency (the time delay that a signal, data or request needs to go from the source to the destination and return the response). The study identifies the main implementation challenges, the need for significant capital investments, the development of the legal and regulatory framework, and the strengthening of cybersecurity. At the same time, potential economic and social benefits are highlighted, such as increased competitiveness, the development of technological startups, the modernization of public services and the improvement of the quality of life of citizens. The paper concludes with a set of strategic recommendations for the government, mobile operators, educational institutions and the business sector, in order to ensure that the transition to 5G is carried out in a coordinated, safe and compliant manner with European standards.
