Item Security, Peace, and Sustainable Development in a Troubled World(AAB College, 2025-03-19) Conference, InternationalRussia's aggression in Ukraine has raised concerns about the effectiveness of UN peacekeeping and highlighted Europe's fear of a Russian nuclear threat. It has also disrupted global economies, particularly through energy sanctions and inflation, impacting countries like Germany and the Visegrad nations. The Western Balkans, despite their underdeveloped economies, face rising welfare costs and inflation, forcing governments to implement strict economic measures. European administrations have coordinated efforts to address these crises, but unresolved regional conflicts persist. Serbia's alignment with Russia and tensions over Kosovo and North Macedonia highlight instability in the Balkans. The international community is grappling with issues of justice, as calls for accountability in Ukraine and the Israel-Gaza conflict challenge the international legal system. This conference aims to analyze the global security, justice, and economic challenges arising from these issues.Item Mbi studimet e biznesit dhe transformimit dixhital – Përmbledhje e studimeve të stafi të Fakultetit Ekonomik(Kolegji AAB, 2025-03-14) Koordinator StudentorKy kontribut ofron një përmbledhje të hulumtimeve të fundit të kryera në Kosovë dhe më gjerë në Ballkanin Perëndimor, duke ofruar njohuri të vlefshme për zhvillimin ekonomik, praktikat e biznesit dhe menaxhimin strategjik brenda ekonomive në tranzicion. Studimet e eksploruara në këtë grup kërkimesh nxjerrin në pah faktorët kritikë që ndikojnë në rritjen ekonomike, performancën organizative dhe strategjitë e biznesit, veçanërisht në tregjet në zhvillim. Temat kryesore përfshijnë marrëdhënien midis rritjes ekonomike, papunësisë dhe varfërisë, si dhe ndikimin e transformimit dixhital në praktikat e biznesit, veçanërisht në marketingun dixhital dhe mediat sociale. Hulumtimi mbi sistemet financiare, kulturën organizative dhe praktikat e menaxhimit të burimeve njerëzore kontribuon më tej në të kuptuarit se si bizneset në rajon mund të përmirësojnë performancën dhe të lundrojnë sfidat. Për më tepër, studimet eksplorojnë sipërmarrjen, menaxhimin e zinxhirit të furnizimit dhe zhvillimin e qëndrueshëm ekonomik. Ky koleksion kërkimesh jo vetëm që rrit njohuritë akademike të studentëve, por gjithashtu ofron udhëzime të vlefshme për zgjedhjen e temave relevante dhe me ndikim për tezat e tyre të masterit. Duke u thelluar në këto fusha, studentët mund të zhvillojnë një kuptim më të thellë të mundësive dhe sfidave me të cilat përballen bizneset në Kosovë dhe në Ballkanin Perëndimor, duke kontribuar përfundimisht në zhvillimin e vazhdueshëm të rajonit.Item Decentralizimi në Kosovë, efektet pozitive dhe dëmi financiar(Kolegji AAB, 2025-03-11) Thaqi, SkenderThe establishment and development of local government in Kosovo is grounded in European principles, yet tailored to meet the country's political and societal needs. While many countries adopted dual systems of local self-government, Kosovo chose a simpler one-tier system where local power is exercised solely by elected representatives, with no central government-appointed co-governance. This paper documents, analyzes, and interprets the decentralization process in Kosovo, highlighting its positive effects on local governance and its financial impact on public finances and the state budget. It also examines the necessity of decentralization in Kosovo, ensuring the process remains free from political and ethnic divisions. Various methods, including qualitative, quantitative, descriptive, and comparative analyses, are used to explore the research questions and test the hypotheses. The study also evaluates the creation of new municipalities for ethnic integration, which may pose an institutional burden for the central government.Item Kontrolli mbi administratën publike rast studimi – Ministria e Financave.(Kolegji AAB, 2025-03-11) Deçani, DafinaThis study examines the control mechanism over public administration, focusing on its role in ensuring accountability, effectiveness, and efficiency. The research specifically analyzes the Ministry of Finance, exploring control instruments, internal and external control holders, legal provisions, and the responsibilities of control bodies, particularly the Office of the Auditor General (OAG) in ensuring accurate financial reporting. Descriptive and analytical methods were employed to examine the control mechanisms within the Ministry. Primary data were gathered from annual reports of the Ministry of Finance, internal audit departments, and the OAG’s external audit reports. The findings reveal that the internal audit system functions effectively within the Ministry, with clearly separated tasks between the Central Harmonization Department (DH) and the Internal Audit Department (IAD). Reforms in public administration have strengthened the control mechanisms, and while the Ministry has addressed many recommendations from the OAG, further improvements are still needed.Item Performanca e administratës locale Rast studimi: Komuna Podujevë(AAB College , 2025-03-11) Sadiku, PajtimeThe work in this study was done for the best recognition of the performance in the local administration. In this way, research was conducted on the local administration of the municipality of Podujeva. Wanting to identify the needs for raising the professionalism in the local administration and the level of evaluation of public services in the municipality by the citizens. During this paper, I have tried to answer the questions raised in the hypotheses in the clearest way. In Kosovo, there are laws for the organization and operation of the administration, but the problem lies in the applicability of their principles. Non-professionalism, non-transparency, non-accountability and party-based employment is a challenge in the local administration of the Republic of Kosovo. In this way, the study was developed with a questionnaire, the results of which confirm the hypotheses raised in this research.Item Sfidat e Shtetndërtimit dhe kontrollit të territorit në veri të Kosovës në periudhën 2008-2020(Kolegji AAB, 2025-03-11) Thaçi, ShqiponjëKrijimi i shtetit është një proces që në thelb nuk mbaron kurrë. Idetë rreth shtetndërtimit të Kosovës u krijuan shumë më herët, sesa në periudhën e ish-Federtës Jugosllave. Republika e Kosovës si shtet u krijua sipas një tradite të vjetër shtetndërtuese. Deri në shpalljen e Pavarësisë më 17 shkurt 2008, Kosova pati shkallë të ndryshme autononimiteti, herë si krahinë, herë si provincë në fund përfundoi nën kujdestarinë e administrimit ndërkombëtarë. Po të analizohet historia populli i Kosovës ishte objektë i padrejtësive ndër vite. Kosovarët kurrë nuk kanë vendosur për fatin e tyre. Pavarësia e Kosovës u krijua sipas rrethanave politike në Evropë të cilët vendosën që shteti i Kosovës të ketë një pavarësi të mbikëqyrur nga ndërkombëtarët për një periudhë të caktuar. Sovraniteti i Kosovës është i kufizuar, në një numër të madh dimensionesh që parashihen në planin e Ahtisaarit, të cilat janë pjesë përbërëse edhe në Kushtetutën e Republikës së Kosovës. Statusi i Kosovës është produkt i lëkundjeve të Bashkësisë ndërkombëtare sepse nuk i është njohur në mënyrë të hapur, e drejta e vetëvendosjes së popujve, ai ka një autonomi të gjërë për serbët e veriut, në Mitrovicë. Institucionet e Kosovës edhe sot e kësaj dite nuk arritën t’a shtrijnë pushtetin, ligjin dhe kontrollin e tyre në veri. Që nga viti 1999 kanë funksionuar në mënyrë të hapur strukturat paralele, ndërsa edhe sot e kësaj dite, veriu i Mitrovicës mbeti një rajon i dominuar nga influenca e Beogradit.Item Administrimi ndërkombëtar i Kosovës: të metat dhe përparësitë e trashëguara(AAB College, 2025-03-11) Dragaj, HenorThe master's thesis titled "International Administration of Kosovo: Inherited Disadvantages and Advantages" aims to analyze the impact of international administration on Kosovo's development since 1999. The research evaluates both the successes and failures of administrative dynamics in post-war Kosovo. It focuses on the diverse philosophies of international administrators from various political systems under the UN's mandate, exploring challenges such as the post-war anarchy, coordination between UNMIK, NATO, KFOR, and OSCE, and relations with other international actors. The thesis also examines the cooperation between international administrators and Kosovo's citizens in co-governance, up to Kosovo's declaration of independence in 2008. Key sectors analyzed include politics, economy, justice, security, health, education, and minority rights. Interviews with key figures, reports, and academic studies form the basis of the research. This work contributes to understanding international administration and provides recommendations for Kosovo's integration into the international community.Item Digjitalizimi i administratës në Kosovë – rast studimi: Platforma e-Kosova(AAB College, 2025) Mehmeti, Luane administratës publike janë kontakti i parë dhe urë lidhëse ndërmjet institucioneve dhe shoqërisë. Zhvillimi i vazhdueshëm i administratës përmes reformave synon të ulë efektet negative, duke eliminuar barrën administrative të panevojshme në mjedisin shoqëror. Ky studim ka për qëllim të analizojë përparësitë dhe mangësitë e digjitalizimit të administratës publike, me fokus të veçantë në platformën e-Kosova, dhe të ofrojë rekomandime për një organizim më efikas në vendin tonë, që do të përmirësonte shërbimet për qytetarët. Përmes analizës së burimeve ekzistuese dhe gjendjes aktuale të administratës publike, burimeve njerëzore, legjislacionit dhe sistemit elektronik, shtrohet pyetja kryesore: Si mund të ndikojë digjitalizimi i administratës në lehtësimin e marrjes së shërbimeve për qytetarët? Në fund, studimi do të ofrojë rekomandime konkrete për zhvillimin dhe zbatimin e reformës në administratën publike, duke shërbyer gjithashtu si udhëzues për qeverinë në përmirësimin e strukturës organizative dhe shërbimeve publike.Item Analiza e politikave publike në sistemin shëndetësor në Republikën e Kosovës(AAB College, 2025) Uka, LulzimHealth is the most sensitive point of society, therefore it requires care and commitment from all actors without excluding the simplest citizen. The continuous development of medical technology has also affected the cost-effectiveness of treatment and the receipt of health services for citizens. State reform policies were aimed at working with the country's real possibilities in providing and developing quality and safe health services. The purpose of the study is to present the commitment to the Ministry of Health of the Republic of Kosovo, for the reformation of its deep system, based on the models, successful contemporary experiences in adaptation to the opportunities of Kosovo, in terms of professional human resources, infrastructural and especially budgetary ones. Consequently, the question arises, what is the role of the policies and strategies that the government must adopt to regulate and start implementing the health reform? At the end of the paper, in addition to the analysis of the current state of public policies, professional human resources, the health information system, it will also contain concrete recommendations for the development and implementation of the reform in the health sector. In addition to the character of the study, we consider that the work will also serve as a guide for the Government and the public administration system in the implementation of the recommendations, which will directly influence the provision of quality and safe health services for the citizens of the Republic of Kosovo.Item Organizimi dhe funksionimi i Inspektorateve Komunale -Rast studimi Inspektorati i Komunës së Ferizajt(AAB College, 2025) Nuhiu, MentorThis master's degree focuses on the recognition of the organization and operation of municipal inspectorates within municipalities, in the concrete case of the Municipality of Ferizaj. The analysis will be deepened in the hierarchical structure and responsibilities of the inspectorates, highlighting their role in the management of local problems and the implementation of the law at the municipal level. The research will include an analysis of the interaction of the inspectorates with other municipal bodies, identifying synergies and potential challenges. To reflect the reality, a special case study will be considered the case study of the municipality of Ferizaj, offering a practical and concrete perspective on the challenges and opportunities that this municipality faces. Through this research, we aim to provide specific recommendations for improving the efficiency and effectiveness of municipal inspectorates, contributing to a better management of local issues and the rule of law at the municipal level.
